7. Toneri
Toneri is a member of the otsutsuki clan and the first ever to wield the tenseigan which is a very unique dojutsu that is awakened by several multiples of byakugan . With its powers, toner I was able to elevate.
6. Obito (jinchuriki)
Being the jinchuriki of the 10 tails, obito got a lot of powers and just like the sage of six paths, he was also able to elevate.
5. Onoki
Onoki is one of the most experienced shinobi in his time he specializes in earth style and particle style. With these abilities, onoki is able to manipulate the mass in his body thereby making him able to fly.
4. Naruto (six paths)
After gaining six paths chakra, Naruto was able to elevate. Some may say it's because of the truth seeking orbs as it's known that those who possessed the orbs were able to fly.
3. Sage Madara
Madara absorbing men tails chakra and the divine tree made him a pure otsutsuki with otsutsuki powers, you can say he was a good replicate of the sage of six paths and equals in terms of power. However, with the immense don't power he attained, he was also able to fly.
2. Kaguya
She came to earth from a different dimension in search of chakra fruits since her clan depends on large amount of chakra to evolve. She ate the fruit from the divine tree which turned her to the mother of all chakra giving her powers to rule the earth. Among that powers, she was able to fly.
1. Hagoromo
Also known as the sage of six paths. He is the first son of Kaguya otsutsuki so of course he'd inherited some of his mother chakra. After awakening his reningan, Hagoromo was able to fly .
